[FIXED] new navigation tree creation error

environment
new 2.1 install

to duplicate the error
click navigation trees (in administration folder)
click add
complete the navigation tree name & description on basics tab
click save

error dialog box appears (vvnavs_err001c) - received a failure response from the server

following in qsysopr msqq
The call to VVNAVS ended in error (C G D F).
Reply . . : C
The call to SAVENAV ended in error (C G D F).
Reply . . : C

job log & user trace dump sent to spool file

i realize it make no sense to save before the tree is created , but the button is available, i guess the solution is to grey out the save icon until an actual tree is created on the navigation tree tab
