Some System i shops have special security on the FTP service in the form of an exit program that checks things like IP address, user id, etc. before it will allow a data transfer. Since the Valence install process uses FTP, please make sure you're using a profile that is authorized to FTP.
Depending on how your FTP security exit program is set up, you could potentially get a case where Valence says it installed successfully but in fact the FTP transfers failed. This is because some user exit programs send back non-standard failure codes that the Valence install program cannot interpret.
We normally recommend QSECOFR, but if that profile isn't authorized to FTP, you can use any profile as long as it has FTP, *ALLOBJ and *IOSYSCFG authority.
