I'll give you a qualified "yes" for now. It's a two-part answer:
(1) The front-end ExtJS components that you'll be using for the user interface of your custom programs can be configured to work in just about any language. This is done simply by including the following line in your front-end source:
<script src="/extjs/build/locale/ext-lang-XX-min.js"></script>
The "XX" would be replaced with your two character language code (i.e. "es" for Spanish). This will cause common interface components, those for which you are not explicitly coding the literals yourself, to be shown in your desired language. For example, the default "Accept" button would be shown as "Acceptar" when using Spanish mode.
(2) The Valence Viewport is a different story. Though our latest release (1.2) is English only, we are working on a user-specific language setting that will be available in Valence release 2.0, due out this fall. This means your users will be able to log into Valence with their own preferred language setting, so all elements of the Viewport (titles, buttons, error messages, etc.) will be displayed in their respective languages. Tentatively the additional languages we're planning to support are Spanish, German, Italian, Dutch and French, though we may add more languages depending on demand.
If as a Valence customer you would be interested in working with a Beta release of the language-enabled features, we can work with you directly to get this on your system.

Multiple languages will be supported in Valence 2.1, which should be out as a release candidate in early March 2010. Spanish is one of the languages we're targeting for a complete and professional translation, and many other languages will be supported as well. Users will be able to log in and navigate the Valence Portal in their language and as a developer you will be able to incorporate multilingual capabilities into your Valence programs easily with the supplied tools and examples.
